The goal is to minimize TYPO3_MODE usage in ext_localconf and ext_tables and
provide a clear process for extension developers where to put what.
This extension streamlines the whole usage within all system extensions,
and documents the expected behaviour of all third-party extensions, which
will also be included in docs.typo3.org.

This patch moves frontend-editing intialisation from the
EditDocumentController (EXT:backend) to a signal listener
in EXT:feedit. Step towards extracting EXT:feedit to TER.

Use name-resolution with ...::class instead of strings where
possible.
(needs PHP 5.5, which is meanwhile required for master)

As TYPO3 is loading all ext_localconf.php on each call,
the existing code can be cleaned up by removing
old information, putting BE-only functionality in
TYPO3_MODE == 'BE' and install-tool only
in Install only mode.
Also, some hardcoded require_once statements are
removed.
Benefits are that FE does not need to load everything
all the time.
I haven't noticed any side-effects so far, but please
test extensively.
