Handle 404 and "Oops" API responses 
The API is created by a TYPO3.
It provides proper 404 for unavailable Skill IDs.
An "Oops" is returned for unavailable SkillSet IDs.

Add first API implementation 
Allow to retrieve skill and skill set by ID.
Returns PHP classes with proper getter for most important info.
All info are available via PHP array from those classes.
